Abstract: The purpose of this study is to investigate the causes of waste management problems in the Soppong Sub-district Administrative Organization and propose sustainable solid waste management strategies to the Soppong Sub-district Administration, Pangmapha District, Mae Hong Son Province. The researcher conducted a study by examining documents, observing, and using semi-structured interviews with key informants. Data was also collected through questionnaires from a sample population of 309 households. The statistical methods used included percentages, averages, and content analysis. The research findings indicate that solid waste management of organic waste by the Soppong Sub-district Administrative Organization continues to face challenges due to the increasing amount of organic waste generated each year. As a result, the organization must bear the burden of higher disposal costs. The primary reasons for this situation include the predominantly forested terrain and topography within the organization’s jurisdiction, which pose obstacles to establishing waste disposal facilities or landfills in villages. Additionally, there is a shortage of personnel with specialized knowledge and skills in waste management, particularly in positions related to public health and environmental matters. Furthermore, budget constraints persist, especially regarding revenue from waste collection, which has not been fully regulated in the area. Moreover, the waste management services provided by the Soppong Sub-district Administrative Organization do not cover all areas and residents, and there is insufficient emphasis on addressing organic waste issues. In terms of community preferences, the sample group expressed the highest demand for waste disposal facilities in designated waste pits. They also indicated a preference for the organization to handle waste collection. To establish sustainable organic waste management practices, the organization should promote waste separation, including recycling, organic waste composting, hazardous waste disposal, and general waste management. The organization should procure bags with the official logo only and encourage waste exchange programs with free bags. Additionally, appropriate fee structures should be implemented, with higher fees for larger waste quantities. Furthermore, the organization should establish core policies for area development and encourage model villages with the potential to lead waste management practices and extend these models to other communities within the region. Continuous evaluation and monitoring are essential for successful implementation.
