Abstract: Technology readiness levels are a technique used to assess the maturity of technology during its development phase, and it has been widely utilized to evaluate technology in various countries. Despite its complexity and intricacy, it is often inaccessible to users and does not fully accommodate certain types of technology, resulting in gaps in credible assessment. The objective of the research was to design and develop criteria for assessing the technological readiness of Maejo University, an institution that focused on agricultural research and innovation. Issues and solutions were derived from the application of the Double Diamond Model as a guideline for prototype development. Data collection was conducted through questionnaires and interviews with experts in research management, intellectual property, and individuals experienced in developing assessment criteria. The experts provide information about the assessment of technology readiness and correct information while sharing insights from their experiences in designing and developing assessment criteria. The test for the technology readiness level assessment criteria involved the creation of a questionnaire, using the Delphi technique to assess satisfaction in three aspects: usability compared to previous tools, content appropriateness, and reliability in its use. Overall, the results showed that participants accepted the development, with a mean usability score of compared to previous tools 4.339, content appropriateness 4.329, and reliability in its use 4.517. In conclusion, the technology readiness level assessment criteria developed for Maejo University from this research aimed to study, analyze, and address issues in assessing the readiness of research, technology, and innovation for commercial use by the Technology Readiness Levels (TRL) framework (production of innovative agricultural research) and can use research data to further develop other relevant assessment criteria
