Abstract: The research “The Solution of Trespassing on Ratchaphatsadu Land at Tambon Khilek, Mae Taeng District, Chiang Mai Province” aimed to 1. study ways to solve the problems of trespassing on ratchaphatsadu land (or state properties) at Tambon Khilek, Mae Taeng District, Chiang Mai Province, and 2. examine the effectiveness in resolving the trespassing problems on ratchaphatsadu land at Tambon Khilek, Mae Taeng District, Chiang Mai Province. The interviews were used to collect the data. There were 13 key participants, including the Chiang Mai Treasury Office officials, the director of Database Management Division, the director of State Property Management, the superintendent of Border Patrol Police 33, community leaders, citizens who agreed and did not agree to participate in the "Pracharat Treasury" project. From the study of the solution of trespassing on ratchaphatsadu land, it was found that in the condition of land demanded to be used as a place to live, make a living, and carry out more activities due to the growth of society and the economy of the country caused the problem of trespassing on ratchaphatsadu land. This affected the administration, supervision, and management of state assets. Therefore, the Treasury Department, which is a state agency under the Ministry of Finance, tried to solve the problems of trespassing on ratchaphatsadu land by initiating the Pracharat Treasury project. Moreover, the study found that there were two ways to solve the trespassing on ratchaphatsadu land problem. Firstly, the Pracharat Treasury project was launched to guarantee the right to use the ratchaphatsadu land by renting it out for housing and making a living. This created stability in housing and land, increased the quality of life of the people, responded to the property management policy of the country, and reduced social inequality. Secondly, the Treasury Office in Chiang Mai area had conducted a survey to map the owners of the ratchaphatsadu land who did not dispute the ownership and occupied the land before October 4, 2003. The Office also managed the division of authorities and duties to the operating officers to investigate the leasehold right of the owner of the ratchaphatsadu land which the village leaders had certified the ratchapatsadu land possession right before October 4, 2003. In addition, the Office held a clarification meeting with the ratchaphatsadu land invaders to create an understanding about laws and penalties related to the ratchaphatsadu land laws and gave advice about benefits from the state. In terms of the effectiveness of resolving trespassing on ratchaphatsadu land problems, it was found that in the 2022 fiscal year, there were 61 ratchpatsadu land invaders agreed to participate in the project from the target of 50 invaders. Under the budget allocated by the Treasury Department, this could be regarded as a complete systematic operation that could respond to the needs of the ratchaphatsadu land invaders who received the right to live and make a living on the land. The government sector could also better solve the problems of trespassing on ratchaphatsadu land.
