Abstract: The study of the Results of Policy Implementation Establishment of Sister-Cities of Chiang Rai Province. The objectives of this study were as follows; (1) to study the results of implementing sister-cities relation policy of Chiangrai Province, and (2) to know the problems and obstacles of the policy performance qualitative research method was used to collect data from two different resources including secondary data obtained from documentary study namely literature reviews, related concepts, theories, researches, as well as meeting minutes, articles on rules, regulations, policies, guidelines, manuals and principles concerning Chiangrai's sister-cities policy operations. The other resource was primary data obtained from in-depth interviews focused on the implementation of establishing sister-cities relations policy. 2 groups of key informants were interviewed with 5 executives and 14 subordinators. hang Mai University The results of the study revealed that the policy was really practical related to the National Development Framework and also agreed with the National Strategies and the National Economic and Social Development Plan, the sister-cities relations occurring at a province level by establishing the relations between Thailand's provinces and others countries' provinces or governmental sectors such as states, counties, and cities that shared the equal status with those of Thailand based on potential principles of dignity, benefits and sustainability of both sides. For long term concrete cooperation, the agreement for this matter was signed resulted in long term relations. Others factors contributed to sister-cities relations necessarily involved more similar aspects as geographical features connecting each other, ways of life, living conditions, arts and cultures, traditions, uniqueness as well as good relationship between both parties. According to the study evaluation results of the policy implementation, found that there was no longer progress and uncontinuous of the policy. The result found on the data on the implementation of concrete activities in accordance with the Memorandum of Understanding on the Establishment of Sister Cities Relations between Chiang Rai Provinces and Yunnan Province, People's Republic of China, which has been signed since 2000, the concrete cooperation between the two cities was the education sector that both sides agreed to exchange knowledge the Youth program between Chiang Rai and Yunnan by taking turns as the host and starting activities since 2015 onwards. As for the problems and obstacles of the study, the findings were as followers: (1) lack of cooperative planning on relation development between the two parties; (2) no specific budgets supported the policy operations. (3) a lack of coordination among state sectors responsible for determining the project activities; (4) a lack of systematic working mechanics on the project; and (5) a lack of building a general public perception among people in Chiangrai, not limited only to the government sector. As for the suggestions of implementation the policy, every relevant sectors should be made aware of the importance of their policy, of collaborative project and of joint project ownership. In addition, a particular work team should be formed in connection with the sister-cities abroad for a decision making together on the project planning and operating which had to be approved by both parties. Also, other recognized factors contributing to the project operations included personnel, budgets, tools, materials, and length of time. For successful operations, every related section had to be participated in working together systematically: joining evaluating the policy for improvement and development of continuous sister-cities relations.
