Abstract: A study on Analysis of Self-Reliance of Local Government Organization in Chiang Mai Province aims to study the revenue structure of local administrative organizations in Chiang Mai province and to analyze the relationship between the own-source revenue and government subsidies of local administrative organizations in Chiang Mai Province. In this study, the researcher selected the quantitative method to collect the data and aimed to study and analyze the factors which affect the own-source revenue of 210local administrative organizations in Chiang Mai province, including 1 city municipality, 4 town municipalities, 116 subdistrict municipalities, and 89 subdistrict administrative organizations. The factors consist of physical factors, local tax, and the performance abilities of local administrative organizations. The researcher used the Intrinsically Multiple Nonlinear Regression Analysis technique to predict the tendency of the dependent variable and independent variable which have more than 1 variable, by analyzing several independent variables at once. Thus, this technique would control the effect or the relationship between all independent variables, which could affect the greater statistical accuracy. The result of this study found that the revenue structure of local administrative organizations in Chiang Mai province in terms of the own-source revenue on average was at 6.37 million Baht, the maximum value was 448.91 million Baht, and the minimum value was 0.24 million Baht. Comparing to government subsidies, the average was at 28.96 million Baht, the maximum value was 584.52 million Baht, and the minimum value was 2.75 million Baht. The result indicated the average of the own-source revenue was lower than the minimum of government subsidies. Comparing the local administrative organization area of responsibilities every 1 square kilometer to the own-source revenue would receive the budget for community development average 70,824 Baht. Moreover, the result of this study found that the own-source revenue of local administrative organizations in Chiang Mai is inversed with government subsidies. In another word, an increase in government subsidies caused a decrease in local administrative organization own-source revenue per capita. In conclusion, the result of this study indicated that receiving government subsidies caused local administrative organizations to be incapable of self-reliance on finance and depend on the government's gross revenue. Incapable of self-reliance local administrative organizations would lack the freedom and unable to perform for people's needs under the principle of decentralization. Finally, the government should provide alternative measures such as reviewing giving government subsidies to local administrative organizations or allowing local administrative organizations to earn from new sources of revenue, to push local administrative organizations forward to be the important foundation for further national development.
