Abstract: The study entitled state and community cooperation in preventing and solving of narcotic problems in “Chumchon Ounjai Dai Looklan Klapkeun Project” Sanlomjoy Village, Suthep Subdistrict, Mueang Chiang Mai District was aimed to study cooperation between government sector and government sector, and government sector and community in preventing and solving of narcotic problems in “Chumchon Ounjai Dai Looklan Klapkeun Project” Sanlomjoy Village, Suthep Subdistrict, Mueang Chiang Mai District. The study was conducted to analyze nature of cooperation of those players, as well as supporting factors, problems and obstacles contributing to the nature of cooperation, using the qualitative research from 2 sources: paper data and field research data. A tool used in this research is in-depth interview in order to collect knowledge, understanding, as well as opinions. The data obtained was analyzed based on the concept of government and its roles, concept of roles of community, concept of cooperation and concept of relationship between government and society and corporatism to be applied as a guideline to conduct the research and discussion. The study result revealed that the factors leading to state and community cooperation in preventing and solving of narcotic problems in “Chumchon Ounjai Dai Looklan Klapkeun Project” Sanlomjoy Village, Suthep Subdistrict, Mueang Chiang Mai District, are adjustment of roles of the government and community under globalization and consequence of decentralization to the locality. The government commenced to change its style from formerly the government alone solved problems in the society to be involving people to do, and mainly based on spatial working, conforming to the change of roles of groups and institutions in the society playing more roles. The government also accepted these roles obviously. Therefore, it defined a framework allowing the government and community to cooperate each other as appearing through the nature of relationship in the way of “Coalition Government Society” in type of neo-corporatism, which the government always has to take groups and people into consideration because these groups and people are independent and play key role. Therefore, the government’s righteousness shall depend on how much operating of these groups would lead to achievement of the goals of the government’s policies. Consequently, the government and community have to work together from the process of data gathering, data diagnosis, planning, implementing and finally evaluating the result. At the same time, the problems and obstacles reflected reduction of the government’s roles and increasing of the community’s roles which was in the stage of adaption. This is what the researcher considers that it needs reasonable time so that the government and community will change their attitude on their roles in the past to the new roles. Therefore, the researcher recommends some idea to bring about sustainable solution as follows: 1. Review the government’s roles as a partnership with institutions in the society in addressing all issues efficiently because the government should have its roles as a supporter for solving of the problems that the community cannot do due to limitation of the community. 2. Change attitude towards prevention and correction of narcotic problem from government sector to the society in creating the sustainable solution to the drug problem. 3. Build up a network of villages in the community in prevention and correction of narcotic problem, focusing on extension of the concept “No one can solve the problem better than those who face the problem”.
