Abstract: | The independent study on the Development of the Military Forces Information System of the 7th Infantry Division aims to 1) study methods to develop the military forces information system of the 7th Infantry Division based on the e-Battalion program, 2) study results of the development of the military forces information system of the 7th Infantry Division after implementing according to the e-Battalion program, and 3) study the problems and obstacles of the development of the military forces information system of the 7th Infantry Division based on the e-Battalion program. Information was gathered from public administration policies, observation of e-Battalion information system usage, and an in-depth of interview of 10 executives, authorities, and officers directly involved with the e-Battalion information system. Results of the independent study are summarized in the following paragraph. The e-Battalion program was developed by the Royal Thai Army to connect the military forces information system of the 7th Infantry Division to that of the Royal Thai Army. The system organized the military information as an input, process, output, and feedback. The information system was found to be practical, effective, and accurate–capable of supporting the decision-making process of commanders and executives. The e-Battalion program also facilitates effective information system connectivity between the 7th Infantry Division and the Royal Thai Army. Results of the development of the military forces information system of the 7th Infantry Division were tech-savvy, convenient, and accurate in terms of data input. Data processing, however, is not yet complete. The system was reliable, swift, punctual, easily accessible, and secure with Username and Password requirements. Factors that may hinder the implementation process include commander policies, information system improvement budgets (e.g. software and hardware development), and information systems for communication support (e.g. internet). These factors will be improved to facilitate sustainable and continuous information system development. Obstacles for information system development stemmed from lack of attention from personnel at various levels of authority (from directly responsible personnel to commanders) and the lack of personnel who are experienced with the e-Battalion program. Unorganized information storage also led to incomplete data input into the e-Battalion program. Responsible personnel were also frequently switched, leading to lack of continuity in information system management. Software and information system connectivity issues stemmed from internet failures and outdated computers. Data used in the input phase of the system, such as basic military personnel information (rank, name, last name, position, expertise, salary), were processed slowly, leading to incomplete and ineffective output on the Royal Thai Army central database. This required continuous and sustainable development of the feedback system phase for effectiveness. It is recommended that executives should support and closely manage the information system, both in terms of providing financial support for technological development and supporting training and education sessions for responsible personnel to improve their competencies. The management information system of the 7th Infantry Division should also be synchronized into the same system for network sharing, increasing the effectiveness of the decision-making process and boosting employee morale. Responsible personnel must improve and test the performance of the application towards the MIS, E-Battalion, and PDX systems for operating in the central database. Security standard testing must also be strictly and continuously conducted according to regulations. Personnel must start the application of the 7th Infantry Division in a unified, streamlined manner to reduce complexities and confusion, leading to sustainable improvement of the MIS in the future. |
