Abstract: The purposes of the study of Evaluation of the Effectiveness of Trade Strategy in Mae Hong Son Border were 1) To evaluate the efficiency of Border Trading Strategy Project in Mae Hong Son. 2) To study the problems and obstacles of Border Trading Strategy Project in Mae Hong Son. 3) To study the participation of participants for the operation of Border Trading Strategy Project in Mae Hong Son. This study utilized a blended learning approach which included quantitative and qualitative studies. In addition this study used CIPP as evaluation model and selected 3 sample groups to participate. The first group were 6 staff from the project; the second group were 10 traders from the border and the last group were 354 of local people who lived near the trade concessions border Baan Houy Ton Nuon, Khun Yorm District, Mae Hong Son Province. Data collection were obtained by analyzing the contents in the documents of the project and the summary of the operating reports, interviewing the staff from the project and the traders from the border. The measurements criteria and indicators to evaluate the project, according to the objectives of the project and how to achieve them were set thereafter. Furthermore, this study also used the percentage, mean and standard deviation to explain the degree of opinions for the involvement, complacency, and the benefits from Border Trading Strategy Project in Mae Hong Son. The study found that the efficiency of Border Trading Strategy Project in Mae Hong Son according to the organizer’s objectives was at a moderate level. The efficiency of meeting the demand of the target group was at a poor level. For the problems and obstacles of the project were the system and the law of Department of National Park, Wildlife and Plant Conservation which made it hard to develop in order to fully expand the trading area. In Addition, the organization that was responsible for road development did not undertake feasibility studies and suitability of the area for contraction. The study also found that some organization had inconsistency of the objectives, the detail of the activities and the indicators therefore it was unable to evaluate the project. For the involvement of participants of the project found the local people thought the participating of the participants was at a low level. The government was unable to inform the project thorough all the areas. It was only a handful of traders near the border who knew about the project.
