Abstract: This independent study aimed to 1) study the conditions and problems of promotional desired characteristics operations of Paiwittayakarn school students, Mae Hong Son province 2) study the developmental guidelines for promotional desired characteristics operations of Paiwittayakarn school students, Mae Hong Son province. The procedures were included 3 steps. 1) The study of conditions and problems of promotional desired characteristics operations ; the population was directors, teachers, and school boards. The instrument was a questionnaire analyzed by mean and standard deviation. 2) The study and drafting guidelines for promotional desired characteristics operations ; the population was management directors of 6 management excellent schools concerning promotional desired characteristics of student and 5 teachers who had outstanding performance, and gotten Nation Award of promotional Desired Characteristics of student and working on this field. The instrument was an interview and the data was analyzed by induction. 3) The verification of Guidelines for Development of Operations to Promote Desirable Characteristics of Student in Paiwittayakarn School, Mae Hong Son Province; the population used was 5 specialists of Desirable Characteristics of Student. The instrument was a checking form concerning possibility, suitability, and usefulness of guidelines. The data was analyzed by mean and standard deviation. The study found that the conditions of promotional desired characteristics operations in Paiwittayakarn School, Mae Hong Son concerning 7 procedures as 1) Learning the desired characteristics according to the Basic Education Core Curriculum, indicators’ definition, performance point and criteria. 2) Studying theory about the principles of promotional desired characteristics. 3) Observing how to take action on students development activities. 4) Checking students’ background before building up. 5) Producing or selecting proper tools for the action. 6) Improving and evaluating learners by conducting lessons in learning units of students’ activities, projects or in real life. 7) Reporting the results, showed that the performance was rated at the medium level. The significant problems mentioned to directors, teachers and participants who had less awareness of those desired characteristics. Therefore, the guidelines for promotional desired characteristics operations of students ; should set the committees for working on desired characteristics development and evaluation. Their duty was planning, studying techniques from successful schools in this field and adapting those methods, meeting and discussing for better understanding, increasing the awareness and encouraging teachers to build up the desired characteristics development by using varieties of techniques, studying students’ background, selecting to use suitable materials, designing an information system for assessment and evaluation, determining how to report desired characteristics evaluation result, monitoring teachers and cheering them. The outcome of verification of Guidelines for Development of Operations to Promote Desirable Characteristics of Student in Paiwittayakarn School, Mae Hong Son Province concerning possibility, suitability, and usefulness found that was rated at the high level.
