การวิเคราะห์ตัวแบบการปฏิบัติตามการนำนโยบายการจำนำข้าวเปลือกของจังหวัดลำปาง ในปีการผลิต 2555/2556

Abstract

A study named “Analysis of Rice Mortgage Policy Model Implementation of Lampang Province in Production Year 2012/2013” has 3 objectives 1) to analyze implementation of Rice Mortgage Policy of Lampang Province in Production Year 2012/2013 2) to study performance of Rice Mortgage project of Lampang Province in Production Year 2012/2013 3) to study honesty, transparency, accountability and fairness of the operation of Rice Mortgage project of Lampang Province in Production Year 2012/2013 4) to study knowledge and understanding of Lampang province’s farmers about process of government’s Rice Mortgage project of Lampang Province in Production Year 2012/2013and 5) to study problems and obstacles that farmers in Lampang province get from participating in Rice Mortgage project of Production Year 2012/2013. This study applied qualitative research and quantitative research method. The study divided samples and key informants into 3 groups which are 1) farmers who join the rice mortgage project 2) representatives of rice mill entrepreneurs and 3) state officers who directed the operation of paddy mortgage project in Lampang province. For the first group, the study used questionnaire as a way to collect data and analysis data with simple statistic. For the second and third group, the study used interview for collecting data. This study found that rice mortgage policy of Production Year 2012/2013 in Lampang province is set on 3 models which are Policy Implementation Process Model, Bureaucratic Process Model and Political Model The result found that rice mortgage project achieved the project’s objectives at high level, policy and objectives setting of rice mortgage project is clear, using sufficient resources in administration for instance manpower, budget, appliances and place. Farmers have opinions about project operation that the project operation has honesty, transparency, fairness and accountability, at high level. Farmers are confidence in transparency, fairness, appropriateness and possibility of rice mortgage project’s implementation that is under intensive regulatory supervision of officers. Moreover farmers’ knowledge and understanding about procedure and authority of officers in rice mortgage project implementation is 79.78 %
