Abstract: The study “Problem of Labor Mobility of Electronic Industries Engineer in Lamphun Industrial Estate During 2554-2556 B.E.” aimed to investigate the problems of labor mobility of electronic industries engineer in Lamphun Industrial Estate during 2554-2556 B.E. and to examine the push and pull factors in the decisions to mobilize the labors of electronic industries engineer in Lamphun Industrial Estate. The data collection method used was a questionnaire survey. The samples were 180 engineers in Lamphun Industrial Estate during 2554-2556 B.E. In addition, 3 officials who were responsible for exporting labors were interviewed. From the analysis of the data, it was found that the overall problem to work overseas of the engineers in Lamphun Industrial Estate during 2554-2556 B.E. was at an average level. The main pull factors affecting the decisions to work overseas of the engineers were the income and rewards. Furthermore, the push factors was the low income in the country. Moreover, the main reason the engineers did not work overseas was the language and communication problem. In terms of their expectations in the labor mobility in the future, these engineer had high expectations on the roles of the government, private sectors, and related organizations concerning the supporting staff, processes, service processes, official buildings, and facilities providing the services. These engineers expected the government to support the export of the labors to decrease the possibilities in committing the offences of the recruitment agencies. Also they expected the government to investigate the performances of the labors up until their return to the country in order to solve the problems and for improvement. Therefore, it could be suggested that in terms of policies, the government, private sectors, and related organizations of labor mobility of electronic industries engineer in Lamphun Industrial Estate should cooperate in the labor exporting processes in accordance with the laws. Also local networks should be established to coordinate the news and information concerning the labor situations. In addition, there should be trainings for employers, entrepreneurs, and employers on language and communication as well as language proficiency tests for the labors before going overseas. The government should also implement measures to find fund sources with low interest for the labors who want to make a loan to go overseas in order to decrease any possible problems and high interest. Finally, the government should support professionals to work overseas. At the same time the government should have a systematic management to prevent an overwhelm number of labors or a lack of labors in the country in the future.
