Abstract: This independent study aimed 1) To evaluate the administration of the student council of Ban Huay Khrai School Chiang Mai Province 2) To study the administration of the student council of the excellent student council model school. 3) To prepare and examine Guidelines for the Administration of the Student Council to Become a Student Council’s School of Ban Huay Khrai School, Chiang Mai Province. which has 3 educational steps., the first is performance evaluation Administration of the student council of Ban Huay Khrai School, Chiang Mai Province. the population included all 5 people, the instrument is an agenda. The second is study on promotion of administration of the student council model school student council excellence the population included all 6 people, and the instrument is the structured interview. The last is draft and inspection Guidelines for the Administration of the Student Council to Become a Student Council’s School of Ban Huay Khrai School, Chiang Mai Province, the population included all 5 people, instruments used in the study is an agenda prepared a draft operation guidelines for student council model in the school and analysis of The data is analyzed by summarizing the voting results of individual experts. By checking the guidelines, including correctness, appropriateness, and feasibility. Use voting according to the checklist guidelines and examine the quality of fourth guidelines, the first is accuracy, the second is suitability, the third is feasibility by using a checklist the to outline a guidelines operation. Results of the study, the first is evaluate the implementation of Guidelines for the Administration of the Student Council to Become a Student Council’s School of Ban Huay Khrai School, Chiang Mai Province according to the evaluation criteria selected school student Council four element. The element has the overall evaluation results 4 elements, get sixty-two point from one hundred, They don’t pass the evaluation criteria which have to score more eighty points up to the selected as a model school council of students. The second is comparable the strength and interviews with experts, school student Council excellence , the document review benchmarking assessment model selection criteria school student council four elements twenty indicators from Sanpatong Suwannarat Wittayakarn School Bansanpasak School and Phiangluang 1 (Ban tha ton), practice all of the steps and the experts interviewed by the materiality question, cycle quality “PDCA”. The last is from drafting and reviewing student council management guidelines in order to become a model student council of Ban Huai Krai School. Chiang Mai Province Consisting of 25 guidelines of 4 components and 20 indicators, namely, Component 1 guidelines: Operations to promote student councils and democracy in schools, totaling 6 guidelines., and the results showed that all the guideline promoting through consensus. Guidelines for component 2: Participation of student councils in promoting and supporting school activities, 6 guidelines. Guidelines for components. 3. Creation of a collaborative network of student councils with communities/government and private organizations, 8 guidelines, component guidelines. 4, student council performance results, 5 guidelines, and results of inspection of guidelines found to be correct, appropriate, and possibility At the great and great level
