Abstract: This research aimed to develop and validate a model of occupational skills measurement for first-year vocational certificate students and to study the moderating influence of occupational groups on the model of occupational skills measurement for first-year vocational certificate students. The sample of this research was 1,108 first-year vocational certificate students in the academic year 2021 of government educational institutions under the Office of the Vocational Education Commission, Upper Northern Region, obtained by using a multi-stage random sampling method. The research instruments were a 5-level rating scale vocational skills test with 51 items. The discrimination power (r) values ranged from 0.392 to 0.797, t-test values ranged from 5.599 to 10.750, and reliability (α) was 0.950. Descriptive statistics, second-order confirmatory factor analysis, and multiple group analysis were used for data analysis using the Mplus7.4 program. The research results are summarized as follows. 1) The results of examining the validity of the model for measuring career skills of 1st-year vocational certificate students found that the model for measuring career skills of 1st-year vocational certificate students is consistent with the empirical data and has value 𝜒2 = 19.025, df = 11, 𝜒2/df = 1.729, p-value = 0.0607, CFI = 0.999, TLI = 0.997, RMSEA = 0.026 และ SRMR = 0.006 which was found to be in harmony with the empirical data. The flexibility and adaptability components have weight values ranging from 0.833 to 0.896. The Flexibility and Adaptability have component weights ranging from 0.833 to 0.896. The Initiative and Self-Direction have component weights ranging from 0.849 to 0.932. The Social and Cross-Cultural Skills have component weights ranging from 0.861 to 0.909. The Productivity and Accountability have component weights ranging from 0.914 to 0.944. The Leadership and Responsibility have component weights ranging from 0.753 to 0.902. 2) The results of the analysis of invariance of the form and parameters in the career skills measurement model of the first-year vocational certificate students between four different occupational groups found that the model did not change in form but the parameters were invariant. There is variation in 3 latent variables: Social and Cross-cultural Skills, Productivity and Accountability, and Leadership and Responsibility. There is variation in 4 observable variables: Developing professional talents, Serving as a role model for goal-oriented work, Creating Production Results, and Take responsibility for oneself and others.
