Abstract: This study aims to : Synthesize the standards of positions and job characteristics performed by civil service teachers and educational personnel aimed at learning outcomes and educational quality assurance. Develop a manual for implementing the work of developing teachers' work agreements aimed at learning outcomes and educational quality assurance. Evaluate the manual for implementing the work of developing teachers' work agreements aimed at learning outcomes and educational quality assurance. The study consists of three steps : Step 1 : Synthesis of standards of positions and job characteristics performed by civil service teachers and educational personnel. The target group consists of 7 individuals. The tools used in the study are (1) meeting agenda forms and (2) synthesis forms for linking position standards and job characteristics. Data analysis is conducted through deductive summarization. Step 2 : Development of a manual for implementing the work of developing teachers' work agreements aimed at learning outcomes and educational quality assurance. The target group consists of 9 individuals. The tools used in the study are (1) meeting agenda forms and (2) draft manuals for Handbook for Operating Teacher Performance Agreement Focusing on Learning Outcomes and Educational Quality Assurance. Data analysis is conducted through deductive summarization. Step 3: Evaluation of the manual for implementing the work of developing teachers' work agreements aimed at learning outcomes and educational quality assurance. The target group consists of 9 individuals. The tools used in the study are (1) meeting agenda forms, (2) feasibility, accuracy, and appropriateness checklists for the manual, with participants certifying the meeting outcomes upon completion, and (3) assessment of strategy quality in three dimensions: correctness, appropriateness, and feasibility, using a consensus-based rating system during the meeting. The study findings can be summarized as follows : Synthesis of position standards and job characteristics of civil service teachers and educational personnel revealed that the linkage between the teacher position standards and the teacher professional standards is correlated with the Basic Education Core Standards of 2018, with every indicator except for Standard 2 - Management and Administration Process Indicator 2.1, which relates to the clear definition of school vision and mission. Additionally, it is correlated with the external quality assurance framework of basic education. All indicators except for Standard 2 School Management Quality Development Standards, consisting of 4 indicators, namely Indicator 2.1 - Vision, Mission, and Values of the School; Indicator 2.2 - Policies, Directions, Strategies, and Plans Consistent with Vision and Mission; Indicator 2.3 - School Administrators Demonstrate Academic Leadership and Management Based on Ethical Principles; and Indicator 2.8 -Welfare, Well-being, Disease Prevention, Disaster Prevention, and Emergency Guidelines. The development of a manual for implementing the work of developing teachers' work agreements aimed at learning outcomes and educational quality assurance revealed that the manual comprises four parts, including three components: Part 1 - Introduction, Part 2 - Development Guidelines According to the Agreement, Part 3 - Conditions for Success, and Appendices. Evaluation of the manual for implementing the work of developing teachers' work agreements aimed at learning outcomes and educational quality assurance, and the inspection of the components of the manual revealed that all components passed the consensus-based rating.
