Abstract: The purposes of this research are 1) to develop the learning plans using mother tongue-based learning innovation integrated with Team-Games-Tournament and English-Tai teaching aids to develop English vocabulary recognition of ethnic Tai students, Chiangmai province, and 2) to study the quality of learning plans using mother tongue-based learning innovation integrated with Team- Games-Tournament and English-Tai teaching aids to develop English vocabulary recognition of ethnic Tai students, Chiangmai province. Participants of this study were 1) Three assessors on conformity learning plans consists of university lecturer, school deputy director, and foreign language department head; 2) Seven evaluators on learning plans consists of one vice director for academic affairs, five English instructors with teaching experienced within their own primary school, and one English instructor experienced in teaching English at other school. Five sets of learning plan assessment form were used in this study, analyzed with means and standard deviation, and presented in a table format with descriptive essay. The research found that all five learning plans was consistent with high quality in learning standards and learning objectives, essence, learning content, learning activities, desirable characteristics, learning resources, learning aids and measurement and evaluation methods. The name of each learning plan was On my farm, Occupation and places, Daily food on farm, My body, and Poysanglong festival, respectively.
