กระบวนการการสื่อสารสถานการณ์การแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ผ่านแอปพลิเคชันไลน์จากจังหวัดลำพูน สู่ผู้นำท้องที่ในอำเภอบ้านธิ จังหวัดลำพูน

Abstract

There are 3 objectives for this research. First, to study situational communication process of the Coronavirus Disease 2019 pandemic of Lamphun Provincial Administration. Second, to study about the perception making process of the Coronavirus Disease 2019 pandemic information from Lamphun Provincial Administration to Ban Thi district. Last, to study about the process of Ban Thi district in using LINE application to send the Coronavirus Disease 2019 pandemic information to the local administration leaders. This research uses the qualitative method and specifies the criterion-based selection for 22 key informants to collect the data by using the semi-structure interviewing. Then analyzes the data by using an inductive method.

This research found that Lamphun Province by Lamphun Governor has the strategy to make an information to Lamphun people for let them know about the Coronavirus Disease 2019 pandemic situation and the legal enforcement measures by sending “the sound clip of Lamphun Governor”.

Moreover, there are the public relations medias such as infographics that were created by Lamphun Public Relation Office which there are the reliable information and become the channel to retort quickly to many fake news in any social media. Then, Lamphun Province has the process to making a perception about the Coronavirus Disease 2019 pandemic situation to every district by Lamphun Provincial Administration will send an information via LINE application in group “The Village Radio Broadcasting”. Then the district will send the information that they had got to their local administration leaders. Lamphun Public Relation Office will send an information via LINE application in group “The Public Relation Network of Lamphun Local Government Organization for COVID-19”. Then every Local Government Organization in Lamphun will spread an information to the people in their area. Finally, Ban Thi District uses the process by sending an information about the Coronavirus Disease 2019 pandemic situation that had got from LINE application in group “The Village Radio Broadcasting” then send this information to their subdistrict headman and village headman by LINE application in group “subdistrict headman and village headman club”. There is an importance channel to make the perception about the Coronavirus Disease 2019 pandemic situation for the local administration leaders who can give the right and clear information to their people. For the Local Government Organization in Ban Thi district will help to spread an information by the local radio and Facebook of their organization for add more channel to spread an information to the people and cover for all of area. From all process will lead the people to follow the right measure that corresponds with the Coronavirus Disease 2019 pandemic situation
