การยกระดับมาตรฐานพิธีการศุลกากรและโครงสร้างพื้นฐานเพื่ออำนวยความสะดวกทางการค้าของด่านศุลกากรเชียงของจังหวัดเชียงราย

Abstract

This study aimed 1) to identify the current implementation related to customs clearance, together with the infrastructures of Chiang Khong Customs House, Chiang Rai, 2) to study the satisfaction of service receivers 3) to study the problems and obstacles of work, and 4) to present guidelines for improving, revising and raising the Customs Clearance Standards and the Infrastructures for Trading Facilitation of Chiang Khong Customs House, Chaing Rai Province. This study was qualitative research methodology and gathered information by in-depth interview with8 service providers and 5 service recipients at Chiang Khong Customs House.

Results show that 1) the Customs House exploits various tools and technologies for trading facilitation via electronic service system such as, the import-export of Customs procedure, Risk management system, as well as the use of basic infrastructure, i.e., those advanced computer system, tools, equipment and different kinds of transportation that support highway and railway in the near future.2) From the surveys, it was found that service receivers were mostly satisfied with the place and the up-to-date tools and technology that were appropriately provided in the Customs House. 3) There are some problems in some processes, for example, there are many documents need to include for customs clearance, and still use paper document. There are some document could not be linked to electronic Customs system. Moreover, there are still problems in shipping into China because there is no agreement yet. 4) For raising Standards of Chiang Khong Customs House, Chaing Rai Province, the electronic Customs system should be developed to be more modern and support more data linking, and the cooperation of domestic and oversea organizations should be enhanced to another level, in order to make the importation and the exportation through Chiang Khong Customs House totally smooth
