Abstract: The purposes of this research were to 1 ) study conditions, problems and the needs of development local curriculum using community participation-based learning to enhance creative thinking and respectful mind of elementary students, 2) create and find quality of local curriculum using community participation-based learning to enhance creative thinking and respectful mind for elementary students, and 3 ) study the effect of using local curriculum using community participation-based learning to enhance creative thinking and respectful mind for elementary students. The target group includes: three directors of schools, three teachers of Occupations ( Wat Sri Suphan Municipal School, Wat Puak Chang Municipal School and Wat Sri Ping Mueang Municipal School), grade 4-6 students of Wat Sri Suphan Municipal School, overalls were 80 students, 5 parents of the students, 4 local wisdom teachers of Silver, and 2 silver business entrepreneurs, a total of 97 people, selected by using purposive sampling. The instruments used in this research consisted: 1) structured interview form, 2) unstructured interview form, 3) focus group record form, 4) local curriculum outline assessment form, 5) creative thinking scale, and 6) respectful mind scale. For data analysis, content analysis was used to analyze the qualitative data while quantitative data were analyzed by using arithmetic mean, and standard deviation The results of this research were the conditions of local curriculum development, school directors and teachers in the schools all agreed that local occupational education curriculums should be enhanced through community participation-based learning and be able to enhance creative thinking and respectful mind. The part of problems faced by local curriculum development, teachers agreed: the planning problems, caused by a lack of community funding and the failure to set school hours, meet the needs of the community and the problem affected classroom management as all silver teaching equipment was lack of funding. The part of students agreed that the problem of teaching and learning. The timing of the activities was inappropriate. For the needs of local curriculum development, for creative need, the target group agreed that they felt silver or aluminum products should be designed to create added value and potentially lead to future careers in the community, for the respectful mind and the community participation-based learning, teachers, local folk wisdom teachers and students agreed that they should be able to preserve and inherit the wisdom to make silver products. Local curriculum creation results have made the subject of wisdom of silverware an additional course of occupational subject group for grade 4-6, and in each level, 40 hours, total of 120 hours. For finding quality local curriculum by five local curriculum experts, the results showed that the local curriculum was consistent at the highest level. The results of using local curriculum revealed that when assessing after the trial, the overall score of students' creative thinking level (Grade 4, Grade 5, and Grade 6) was at a high level. For the level of respectful mind of the students, the overall score was at a high level.
