Abstract: | The objectives of this research were: 1) to study the operation of the information system development’s project phase 2, Uttaradit Provincial Land Office, Tron branch, and 2) to study the effect of the information system development’s project phase 2 on the effectiveness of the information system of right and legal registration, Uttaradit Provincial Land Office, Tron branch. The population of this research was 15 officers working under the information system of the Uttaradit Provincial Land Office, Tron branch. Consists of 1 land officer of Uttaradit Provincial Land Office, Tron branch, 5 registration officers, 4 administration officers and 5 surveyors. This was the mixed methods research. It was conducted for collection of data from the interview and using the daily report statistics of the Uttaradit Provincial Land Office, Tron branch, for 1 year The result of this research indicated that a number of legal acts in terms of before and after the beginning of the information system development’s project phase 2 were different numbers in many points. Mostly, before the beginning of the project phase 2, the legal acts of sale, consignment, type, and inheritance had more numbers of people taking services than after the beginning of the project phase 2. Other types of the legal acts, except the mortgage and miscellaneous legal acts had less numbers of people taking services than before the beginning of the project phase 2. . Regarding the period of legal action service, it was found that before the beginning of the project phase 2, the legal acts of sale and type took time for services faster than after the beginning of the project phase 2. After the beginning of the project phase 2, the legal acts of consignment and inheritance took time for services faster than before the beginning of the project phase 2. The statistics of taking the longest time service were found that after the beginning of the project phase 2 had taken long time more than before the beginning of the project phase 2. The legal act that took a lot of time was the legal act of inheritance, followed by the legal acts of sale, type, and mortgage respectively. Except for the legal act of miscellaneous, before the beginning of the project phase 2 took more time than after the beginning of the project phase 2. The statistics of taking the shortest time service were found that before the beginning of the project phase 2, the legal acts of sale and type took time for legal action service less than after the beginning of the project phase 2. For the legal acts of consignment and inheritance, after the beginning of the project phase 2 type took time for legal action service less than before the beginning of the project phase 2. Overview of the land information system development’s project phase 2. The land officers, who worked in the Land Office while the Land Office had switched to the project phase 2, were received the training in using the basic system including separate training sessions for each division to suit with their duties. It had a basic system manual for everyone and personnel manual for each division to know the procedure and operational processes under the project phase 2. The results of the land information system development’s project phase 2. They were found that the program, which was used in the operation of the Land Office, had been developed from the information system phase 1 to the project phase 2 in order to respond the complex needs of the private sector nowadays including what will happen in the future. Moreover, the change of the information system from phase 1 to phase 2 had a great benefit to the surveyor division. According to the study results from the overall surveyor division, they were satisfied with the project phase 2 because there were few usage limitations. For the effectiveness of the information system, the information system quality had more stable than the information system project phase 1. It helped to decrease the operational time and had the strong security. The quality of the data’s system had increased, it was easier for the users to access and could take advantage to the registration of rights and legal registration. However, this system had added more steps causing delays in the work of the finance and accounting division. In terms of the use of information system, it was found that the users intended to take advantage of this new system. The effectiveness of the work process corresponds to the objectives of the land information system development’s project phase 2 which the Department of Lands tries to improve and develop land data in digital form or as a database that can be processed, analysis, and planning of the Department of Lands. Including the use of the information system that is the same throughout the country in order to have an update the data to be up-to-date. |
