Abstract: This research is an evaluative study based on the Kirkpatrick Evaluation Concept. The objectives of the research are: (1) To establish and develop a framework for evaluating in Training Project to Enhance Instructional Design Competency for Pedagogy Advisors and Secondary Teachers in the 21st Century based on the Kirkpatrick Evaluation Concept; (2) To evaluate the interaction of trainees participated in Training Project to Enhance Instructional Design Competency for Pedagogy Advisors and Secondary Teachers in the 21st Century; (3) To evaluate the learning of trainees participated in Training Project to Enhance Instructional Design Competency for Pedagogy Advisors and Secondary Teachers in the 21st Century; (4) To evaluate the behavior of trainees participated in Training Project to Enhance Instructional Design Competency for Pedagogy Advisors and Secondary Teachers in the 21st Century and; (5) To evaluate the performance of trainees participated in Training Project to Enhance Instructional Design Competency for Pedagogy Advisors and Secondary Teachers in the 21st Century. The sample of the research were the trainees who participated in Training Project to Enhance Instructional Design Competency for Pedagogy Advisors and Secondary Teachers in the 21st Century. Initially, the researcher sent the questionnaire to all 396 trainees, and 354 responded. So, it was considered a sample group in the research. And the samples who received the results from the training were: students, teachers' peers, academic division of schools, school administrators and the chief of pedagogical advisors included 4.528 person(s) from all 18 provinces of Laos which were obtained using a purposive selection method (Purposive sampling). The statistics used are the Index of Item Objective Congruence, Cronbach’s Alpha Coefficient, percentage, mean, and standard deviation evaluation criteria is a comparison of the mean with the criterion of the mean greater than or equal to 3.50 on the 5-level of the Likert scale. The results of the research found that 1. The results of creating and developing a framework for evaluating the Training Project to Enhance Instructional Design Competency for Pedagogy Advisors and Secondary Teachers in the 21st Century based on the Kirkpatrick Evaluation Concept provide the assessment framework that can be assessed in the context of the project. The assessment framework consists of 4 elements as follows: The reaction aspect consists of 7 indicators for assessment, the Learning aspect consists of 3 indicators, the Behavioral aspect consists of 8 indicators for assessment, and the Results aspect consists of 7 indicators for assessment. 2 Reaction aspect: There is an assessment issue to satisfy with the project, which consists of 7 indicators for assessment, namely the satisfaction in terms of content, trainers, venue, atmosphere, materials and equipment, duration, and operation conducted by the officers who are responsible for the training. It found that the results of the evaluation passed all specified criteria with an average of 4.22 3. Learning aspect: The evaluation of the learning of trainees participated in Training Project to Enhance Instructional Design Competency for Pedagogy Advisors and Secondary Teachers in the 21st Century by evaluating the competencies of trainees before and after the training in terms of knowledge, skills, and attitudes, the overall evaluation results after the training found that the results of the assessment passed all specified criteria with an average of 4.31 for knowledge, the results of the assessment passed all specified criteria with an average of 4.31 for skills and the results of the assessment passed all specified criteria with an average of 4.33 for attitudes. 4. Behavioral aspect: The evaluation of the trainees' behavior from the application of knowledge to the design of teaching and learning in the actual classroom, the overall results of the assessment passed all specified criteria with an average of 4.11 5. Results aspect: the evaluation of the benefits appearing to the trainees, schools and learners from applying the knowledge to the design of the trainees' teaching and learning, the overall of six groups such as 1). Trainees found that the results of the assessment passed all specified criteria with an average of 4.25, 2). Students found that the results of the assessment passed all specified criteria with an average of 3.81, 3). Teachers' peers found that the results of the assessment passed all specified criteria with an average of 4.22, 4). Academic division of schools found that the results of the assessment passed all specified criteria with an average of 4.19, 5). school administrators found that the results of the assessment passed all specified criteria with an average of 4.14, 6). the chief of pedagogical advisors found that the results of the assessment passed all specified criteria with an average of 4.34.
