Abstract: This research was aimed at 1) designing an elementary Thai as a Foreign Language student textbook to promote Thai language skills; and 2) studying the development of Thai language skills of elementary school students after using the created textbooks. The tools used in this research consisted of (1) textbooks with a corresponding handbook and (2) a listening and speaking evaluation test for foreign elementary school students who use Thai as a foreign language. The target group of this research was 17 foreign students in grades 1-3 at Americana Chinese International School in the academic year 2021. Results were analyzed using statistics including mean, Standard Deviation and percentage. The findings were concluded as follows. 1)The Thai as a foreign language student’s textbooks content is corresponds to the language development and the regional context of the northern region. This textbook consists of 5 books: 1.Hello! 2.Malee has a Red Pencil. 3.Mana likes to Eat Fried Rice. 4. Tanwa likes to Eat Mango and 5. Malee Loves Dad and Mom with an accompanying instruction manual. According to the opinions of the experts consulted in the assessment process, the textbooks achieved an excellent level("X" ̅=3.66,S.D.=0.58) 2) The findings indicate that the students who used the Thai language textbooks as a foreign language reached higher levels of Thai language skills.
