Abstract: This research aims to create, examine and evaluate the model of the Faculty Office's operational system development by applying the Lean concept: Step 1 is divided into 1.1) Study the current condition, data were analyzed by questioning and collected from personnel of the Faculty of Mass Communication, Chiang Mai University, as a case study of 60 people, 1.2) Study the guidelines by interviewing 5 best practice sources; Step 2 is divided into 2.1) Use the information from step 1.2 to design and draft a model, 2.2) Examine the draft model by Focus Group Discussion from 7 experts, and Step 3, evaluate the model. The personnel of the case study consisted 60 employees. The results showed that 1) The overall current condition is at a high level, the highest mean was for the executive (faculty secretary), and the guidelines by interviewing best practice sources provide the information in a consistent information and the operating system guidelines are that workload should be reduced, work practices adjusted keeping the goal in mind, unnecessary practices reduced, 2) The modeling results consisted of 7 components, namely Context, Objective, Input, Process, Output/Outcome, No Wastes, and Feedback 3) Overall feasibility and usefulness evaluation results were at a most level
