การวิเคราะห์โครงการวิจัยที่ขอรับรองจริยธรรมจากคณะกรรมการจริยธรรมการวิจัย คณะพยาบาลศาสตร์ มหาวิทยาลัยเชียงใหม่ ในปี พ.ศ. 2557

Abstract

การวิจัยในมนุษย์มีคุณค่าในการพัฒนาความก้าวหน้าทางวิทยาศาสตร์ แต่ทั้งนี้ผู้วิจัยต้องดำเนินการตามหลักเกณฑ์สากลด้านจริยธรรม ทั้งอาสาสมัครการวิจัยต้องได้รับการพิทักษ์สิทธิและสวัสดิภาพ การวิจัยเชิงพรรณนาครั้งนี้จึงมีวัตถุประสงค์เพื่ออธิบายลักษณะโครงการวิจัยที่ขอรับรองจริยธรรมจากคณะกรรมการจริยธรรมการวิจัย คณะพยาบาลศาสตร์ มหาวิทยาลัยเชียงใหม่ กลุ่มตัวอย่างคือ เอกสารโครงการวิจัยที่ยื่นขอรับรองจริยธรรมและข้อแนะนำจากคณะกรรม การจริยธรรมการวิจัย ปี พ.ศ. 2557 จำนวน 186 โครงการ เครื่องมือในการวิจัย คือ แบบบันทึกลักษณะโครงการวิจัยที่ขอรับรองจริยธรรมการวิจัย และข้อแนะนำจากคณะกรรมการจริยธรรมการวิจัย วิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนาและจัดหมวดหมู่เนื้อหา ผลการศึกษาพบว่า โครงการที่ขอรับการรับรองจริยธรรม จำนวน 186 โครงการ จัดเป็นโครงการขอรับ การยกเว้นการพิจารณาแบบเร่งด่วน และการพิจารณาในที่ประชุม ร้อยละ 0.5, 70.4 และ 29.1 ตามลำดับ เกือบสามในสี่ (ร้อยละ 76.3) เป็นโครงการวิจัยของนักศึกษาบัณฑิตศึกษา ซึ่งร้อยละ 51.6 เป็นการวิจัยเชิงพรรณนา และ ร้อยละ 17.2 เป็นวิจัยเชิงพัฒนา ร้อยละ 71.0 เป็นอาสาสมัครเป็นผู้มีสุขภาพดี ร้อยละ 16.1 เป็นกลุ่มเปราะบาง เครื่องมือวิจัยมีทั้งการรวบรวมข้อมูลเชิงปริมาณและเชิงคุณภาพ การ พิจารณาของคณะกรรมการจริยธรรมมีทั้งมาตรฐานความถูกต้องของระเบียบวิธีวิจัยตามหลักทาง วิทยาศาสตร์และจริยธรรมในส่วนระเบียบวิธีวิจัยส่วนใหญ่จะเป็นข้อสังเกตเสนอแนะเกี่ยวกับ ความสำคัญ ของปัญหาและประเด็นต่างๆ ของระเบียบวิธีวิจัย ด้านจริยธรรมการวิจัยจะเป็นข้อเสนอแนะเกี่ยวกับ กระบวนการขอความยินยอม โดยเฉพาะความเป็นอิสระในการตัดสินใจเข้าร่วมวิจัย เอกสารคำชี้แจงใช้ภาษา ที่เข้าใจง่าย ความชัดเจนในส่วนความเสี่ยงและประโยชน์ ผลการพิจารณาส่วนใหญ่ให้ดำเนินการวิจัยได้ ภายหลังการแก้ไข ร้อยละ 96.8 และนำเข้าพิจารณาใหม่ภายหลังการแก้ไข ร้อยละ 2.7 ส่วนค่าเฉลี่ยของเวลาในการการอนุมัติเห็นชอบนับตั้งแต่ยื่นเอกสาร โครงการที่ขอรับการพิจารณาในที่ประชุมเท่ากับ 48.81 วัน (SD= 18.02) โครงการที่ขอรับการพิจารณาแบบเร่งด่วนเท่ากับ 34.69 วัน (SD= 19.16) ซึ่งทั้งนี้รวมระยะเวลาการปรับแก้ไขของผู้วิจัย ผลการศึกษาชี้ให้เห็นว่าระยะเวลาการอนุมัติเห็นชอบให้ดำเนินการวิจัยจำเป็นต้องพิจารณาปรับปรุง ซึ่งต้องการศึกษาปัจจัยที่เกี่ยวข้องและแนวทางปรับปรุงการดำเนินงานอย่างเป็นรูปธรรม ที่สำคัญผู้วิจัยต้อง เพิ่มพูนความรู้ด้านระเบียบวิธีวิจัยและได้รับการอบรมเกี่ยวกับการปฏิบัติการวิจัยทางคลินิกที่ดี รวมทั้งจริยธรรมการวิจัย

Research with human participants has proven invaluable in advancing scientific knowledge. Nevertheless, researchers must follow international ethical guideline. Also, research participants must protect their own rights and welfare. This descriptive study was designed to examine the characteristics of research protocols submitted to the Ethics Committee (EC) of the Faculty of Nursing, Chiang Mai University. The samples were 186 research protocols and documents regarding EC suggestions and comments in 2014. The research instruments consisted of the record form for both protocol submissions and EC suggestions. Data were analyzed using descriptive statistics and content analysis.The study results revealed that: There were 186 research protocols submitted for EC review of which 0.5%, 70.4%, and 29.1% were identified as exemption, expedited review, and as full-board review respectively. Nearly three-fourths (76.3%) of the protocolswere graduate research projects which mostly consisted of descriptive research (51.6%) and research & development (17.2%). The research participants were healthy volunteers 71.0% and vulnerable participants 16.1%. The research instruments comprised of those for obtaining both quantitative and qualitative information. The EC consideration integrated both scientific and ethical standards. The comments regarding scientific standards includedthe revision of research problem justification and other issues of research methodology. Concerning ethical standards, comments were related to the consent process, especially to voluntary decision making in research participation, to the development of a simple and understandable information sheet, and to clarification of risks and benefits. The con-sideration of EC indicated that 96.8% of research protocols required modification prior to approval, 2.7% required modification and re-submission and 0.5% were approved. The mean time of full board approval after submitted protocol was 48.81 days (SD = 18.02) while that of expedited review was 34.69 days (SD = 19.16). Such mean time also includes time for correction by the researchers. These results indicate that the EC approval processing time needs to be improved.This renders the need to investigate the related factors and improvement guideline. More importantly, enhancement in research methodology along with training in good clinical practice (GCP) and research ethics among the researchers is necessary.
