Abstract

The research “Policy Choices for Resolutions of Water hyacinth problems in the Kuang River, Lamphun Province” was qualitative research. The objectives of this study were 1) to present the proper policy choices as the way for solving the water hyacinth problems in Kuang River, Lamphun province; 2) to investigate the suitability of policy choices practice in the area of Kuang river, Lamphun province. The determination of policy choices concept, social innovation concept, stakeholder theory, and the evaluation of policy choices concept were applied to define the conceptual framework. Hence, data were collected via an in-depth interview with 20 people of the target group relating to solving the water hyacinth problems and the stakeholders consist of Vice Governor, Chief of government sectors, Executive of local Administrative Organizations, and people who live and operate businesses around the area of Kuang river. Furthermore, data were also collected via non-participant observation on the first and second meetings of people who were part of solving and eliminating water hyacinth in Kuang river 2020. There was a study on the paper of water hyacinth removal where all found information was analyzed in order to answer the research questions by employing a content analysis method. The findings indicated that there were 3 options of suitable policy choices as the process to solve the water hyacinth problems in Kuang river, Lamphun province. The first option was a problem-solving mechanism by the Public sector, this was a process to solve the problems which depended on continuity and seriousness of the operations of Public sector on driving a problemsolving mechanism including planning the long-term operations or master plan for solving water hyacinth problems in Kuang river, Lamphun province. The second option was the practice of local innovation to solve the problems. This was the process of solving the problem by applying local wisdom with innovation which resulted in products from water hyacinth leading to the monetization of water hyacinth utilization in the local communities. The last option was utilizing technology to solve the problems, it was the process of solving the problems by employing a recent technology for solving the water hyacinth problems in Kuang river. According to the 3 options of suitable policy choices for practicing in the area of Kuang river in Lamphun province, it was found that the first option was the most appropriate option for practicing in Kuang river. The result was from the analysis on the advantage and limitation of each policy option to find the most suitable option by considering on the possibility of practicing each policy, the ability to practice each option in the area, the advantages and expected outcome of each option, and the timing restriction of each option.
