Abstract: The purposes of this research were to 1) study indicators and factors of global citizenship measurement of high school students. 2) develop and validate the structural equation multi-level model of factors affecting to global citizenship of high school students. And 3) analyze effects of mediator variables of student factors in the structural equation multi-level model of factors affecting to global citizenship of high school students. The research samples were 2,286 high school students of the Secondary Educational Service Area Office 34, 35, 36, 80 teachers and 80 classrooms. The research instruments were 1) the questionnaire of global citizenship measuring responsibility for own duty, ethnic pluralism, group empathy, social justice. The reliabilities (α) of each factor were 0.808, 0.801, 0.792, 0.849, and 0.832 respectively. 2) 16 items questionnaire of factor influencing global citizenship classified as democracy rearing style. The reliability (α) was 0.913, 12 items questionnaire of reasoning decision making. The reliability (α) was 0.864, 9 items questionnaire of attitude towards politics. The reliability (α) was 0.818, 12 items questionnaire of school environment. The reliability (α) was 0.839, and 12 items questionnaire of learning activities. The reliability (α) was 0.809. The data was analyzed by using 1) descriptive analysis, multiple correlation analysis, 2) second order confirmatory factor analysis (2nd CFA), 3) Multilevel confirmatory factor analysis (MCFA), 4) Multilevel Structural Equation Model of factors influencing global citizenship of high school students (MSEM), 5) analyze effect of mediator variables of student factor. Research Results as below 1) The result of analyzing global citizenship measurement model found that the model contained construct validity with χ 2 = 110.671, df = 99, \frac{χ 2}{df} = 1.110, p-value = 0.1988, CFI = 0.999, TLI = 0.999 RMSEA= 0.007, SRMR = 0.017. Factor loadings were between 0.829 and 0.913. Responsibility for own duty factor had the highest factor loading. All manifest variables of global citizenship measurement model had intraclass correlation coefficient (ICC) from 0.092 to 0.127 showed that manifest variables of global citizenship contained the variation in student level and classroom level. 2) The result of development and validation of the structural equation multi-level model of factors affecting to global citizenship of high school students showed that the model was fit to the empirical data. Student variables explained 68.5% of the variance of global citizenship. Classroom variables explained 84% of the variance of global citizenship. 3) The result of analyzing effects of mediator variables of student factor showed that effects of mediator variables of reasoning decision making and attitude towards politics were complete mediation at .01 statistical significance level.
