Abstract: | This study aimed to examine the issue of the current contract for the road construction work of the Department of Highways (DOH). The unit price contract with escalation clause factor is a current traditional contract. To study the rules, terms and conditions of the contract, the construction work required for the management contract to be executed efficiently and effectively. The objectives of the agreement are to resolve the problems caused by the use of the traditional contract leading to creating the tools for choosing best of the ten contracts available that are applied from the NEDO concept. The assessment is based on questions covering the three areas of work such as time, cost and quality which are divided into groups according to the nature of work developed by the DOH e.g. Highway Development work, Highway Maintenance work, and Highway Safety work. The study asked for information and analyzed by the experts in the area of contract management, procurement and contract workers who have experience within the contract's Office of Highway 1 (Chiang Mai) and Highways District. There are 15 experts from eight offices of four Northern provinces including Chiang Mai, Mae Hong Son, Lamphun, and Lampang. The assessment result for the road construction works of the three groups are (1) unit price contract with escalation clause factor for highway maintenance work (2) lump sum contract with escalation clause factor and unit price contract with escalation clause factor for highway maintenance work and (3) lump sum contract with escalation clause factor for highway safety work. Educators can take advantage of tools that can be used to help elect the form of a contract for construction work appropriately. |
