Abstract: The study “Factors Influencing Recidivism of Drug Offenders, Chiang Rai Central Prison Inmate” aimed to (1) investigate the factors influencing recidivism of drug offenders, Chiang Rai Central Prison inmates, and (2) suggest possible guidelines to prevent recidivism of drug offenders, Chiang Rai Central Prison inmates. There were 20 cases in this qualitative research. The data collection methods used were an interview and documentary research. Followings are the findings. 1. The main factors influencing recidivism of drug offenders, Chiang Rai Central Prison Inmate included: 1.1. In terms of personal factors, it was found that the recidivists were between 26 and 57 years old. The majority had basic education and were general contractors and farmers. 1.2. The highest number of repeated offences was more than five times and the lowest was twice. The offences were drug abuses and drug dealings. 1.3. It was found that psychology had relationships with the recidivism in three different ways including: (1) In terms of perception, the majority were aware of the consequences of breaking the laws as they had always planned before they committed the crime. They believed that the penalty was not severe as they would be in the prison for a short period of time or they would be on bail. (2) In terms of religion, they followed religion teaching but did not adhere to religion. (3) In terms of social conventions, they were branded by the society as lowly and the majority were poor. 1.4 Societal factors included : (1) In terms of family, they were from big families and the family members did not have mutual understanding. (2) In terms of economics, they had low income which was not sufficient for everyday use. (3) In term of society, the drug offenders had networks in drug dealing. 1.5 Environmental factors were : (1) In the prison, there were networks among inmates to help each other. They also respected each other as brothers. In addition, there were job trainings and health assistance for the inmates. Their well-beings were taken care of. There were also allowed visitors. (2) In terms of behaviors of the recidivism of drug offenders, Chiang Rai Central Prison inmates, it was found that there were four steps: expanding drug networks in the prison, creating drug networks, surveying drug dealing areas, and dealing drugs and re-imprisoned. 2. For possible guidelines to prevent recidivism of drug offenders, Chiang Rai Central Prison Inmate, it was found that: 1) In terms of family, family members should be aware of each other’s feelings and listen to each other’s problems. 2) In terms economics, jobs should be allocated for each inmate according to their expertise. There should be only the continued behavior control. 3) In terms of society and environment, the community leaders should organize campaigns to fight against drugs. There should also be social organization to control, take care, and punish the offenders and the collaborators. 4) In terms of law, the penalty should be more severe, especially, for the recidivists. Furthermore, the penalty should be broadcasted and a government sector to stop corruption should be established.
