Abstract: © 2017 IEEE. Most of the shareholders are concerned with the productivity of their workers in the factory. The management often believes that the elder workers in their late 40's have less productivity and less capability than the younger workers. It is to blame the physical deterioration. The worker, as Human Asset, is the most important intangible capital which enlarges the market value of the company. When it is time to persuade the early retirement of the elder workers, the available tools are only adequate. The elder worker is physically deteriorated over time but their competence ability improves. Therefore, this study tries to propose a model to justify the elder worker who is beneficial, in the perspective of Human Asset Management, so that the manager will have a rational and fair measurement to make a human asset management plan at the end-of-life phase. The concept of Reliability Centered Maintenance is adapted to formulate the Reliability Centered Manpower approach.
