Abstract

This research study is designed to create a set of knowledge to the likelihood of approval of the budget and report of budget spendingto the foreign committees of the Asia’s Hope Foundation which is obtained from collecting knowledge of experts and various documents to be the set of knowledge in form of a manual that includes flowcharts and knowledge documentations on the proposed budget and report of budget spending of the Asia’s Hope Foundation. The knowledge manual will help to increase the likelihood of approval of the proposed budget and report of budget spending by the foreign committees of the Asia’s Hope Foundation in Thailand. This study is based on the principles of SECI Model Theory using CommonKADS (Knowledge Analysis Data and Structuring) of knowledge engineer to capture knowledge, analyze knowledge, synthesize knowledge and use it, and using the flowchart not only from the worksheet included in the manual but the documented knowledge transcribed from the expert and obtained from knowledge management with the tools above. Study method includes interview with experts, transcription of knowledge from interview with CommonKADS, synthesizing as a set of knowledge in form of manual consisting of flowchart with worksheets and knowledge documents the knowledge, and then returning to teach the expert. The results showed that the knowledge manual could transcribe knowledge and store knowledge from the expert into worksheets and knowledge documents to help increase the likelihood of approval of the budget and report of budget spending by the foreign committees of the Asia’s Hope Foundation truly. And it is easy to learn and apply in training because the knowledge manual includes the flowcharts explaining how to do in every step, together with worksheets and knowledge document supplementary to learning to develop the knowledge manual to work out efficiently and equally in every branch of the Asia’s Hope Foundation in Thailand. This study showed the approach for proposal of the budget and report of budget spending of the Asia’s Hope Foundation, case study: management using a knowledge manual, with standard operation manual in preparing the proposed budget and the budget spending report, and for those who use the manual to know the prototype of process flow in proposing the budget and reporting budget spending in standard form of all fields, easy for users to use. And the relevant agencies also can apply it to help offer budget proposals for various agendas.
