Abstract: The study named “Relationship Between Debts and Morale and Working Motivation of the City Municipality and Town Municipalities Officers in Chiang Mai Province” has 4 objectives 1) to study character of City Municipality and Town Municipality Officers’ debts 2) to study City Municipality and Town Municipality Officers’ morale and motivation in working 3) to study Chiang Mai City Municipality and Town Municipality Officer’s essential faced needs which are the causes of emerging debt 4) to search relationship between Chiang Mai City Municipality and Town Municipality Officers’ debt state versus morale and motivation in working. This study is quantitative study and compiles information from Chiang Mai City Municipality and Town Municipality’s Officers. The results are summarized as following: The character of City Municipality and Town Municipality Officers’ debt are in two types which are legal debt and loan shark. Debt status is moderate and is debt for purchasing necessary goods for living, such as house, vehicles, electric appliances, investment for income and paying debt of the other source of loan. Chiang Mai City Municipality and Town Municipality Officers’ morale and motivation in working is moderate. The samples are willing and commit to work as bosses order. They are active to achieve the office’s objectives, love and commit to the sample’s office/municipality, including ready to fully sacrifice and contribute to their work. In addition, they are ready to cooperate in work with their peers and organization, and work under framework of regulations and rules, being proud in personal life with happiness and satisfy their working life. The samples have rather level of essential faced needs which are causes of emerging debt for instance physiological need and security need. At the same time the samples can rather response their need for instance can earn more income for paying debt. This finding can imply that need factor does not relate with debt. Chiang Mai City Municipality and Town Municipality Officers’ debt has little relation with morale and motivation. Since more than half of samples have less debt and the samples have ability to earn more than the monthly salary, the samples then have income enough for paying debt. Even though the samples have debt but there is less effect toward their morale and motivation in working.
