Abstract

This research was Evaluation of The Elderly Subsistence Allowance Project in Mae Khaw Tom Subdistrict Administrative Organization, Mueang Chiang Rai District, Chiang Rai Province. The objectives of the study were to indentify the performance of the disbursement of subsistence allowance for the elderly, to acknowledge the problems and obstacles of the operation of the disbursement of subsistence allowance for the elderly, and to assess the satisfaction of the elderly on the operation of the disbursement of subsistence allowance for the elderly in Mae Khaw Tom Subdistrict Administrative Organization (SAO), Mueang Chiang Rai District, Chiang Rai Province. The research methodology was a quantitative research. The data was collected by the structured questionnaires and analyzed by a statistical software package. Presenting the result of data analysis was based on two types of questionnaires. The samples used in the study were two groups. The first group was 37 personnel of Mae Khaw Tom Subdistrict Administrative Organization (SAO), Mueang Chiang Rai District, Chiang Rai Province that consisted of Administrative Committees of the SAO, Council Members of the SAO, the officials, and the employees that concerned about the operation of the disbursement of subsistence allowance. The second group was 313 seniors with 60 years of age or over in the area of Mae Khaw Tom Subdistrict Administrative Organization (SAO), Mueang Chiang Rai District, Chiang Rai Province who received the monthly allowance for the elderly. The study of Evaluation of The Elderly Subsistence Allowance Project in Mae Khaw Tom Subdistrict Administrative Organization (SAO), Mueang Chiang Rai District, Chiang Rai Province was shown as below. The performance of the disbursement of subsistence allowance for the elderly in Mae Khaw Tom Subdistrict Administrative Organization (SAO) was successful at a highest level because subsistence allowance was paid on time after press release and the payment of cash facilitated to the elderly. The problems and obstacles of the operation found that the extremely barrier of the operation was the disbursement of subsistence allowance for the elderly in cash because there might be a risk to the responsible officials who took the cash to pay the elderly in any area that the money might have lost. The satisfaction of the elderly on the operation of the disbursement of subsistence allowance for the elderly in Mae Khaw Tom Subdistrict Administrative Organization (SAO), Mueang Chiang Rai District, Chiang Rai Province found that the elderly had the high level of satisfaction according to the highest satisfaction on part of services and public relation. The basic factors associated with the operation of the elderly subsistence allowance according to clear procedure of the operation of subsistence allowance, locating the place for payment of subsistence allowance appropriately, and necessary equipments, documents, and computers had a moderate positive correlation with the performance of the elderly subsistence allowance that meant if there had been more basic factors of the operation of the elderly subsistence allowance, there would be result in more successful performance. But if there had been less basic factors, there would be result in less successful performance. The knowledge about the operation of the elderly subsistence allowance of the officials had a weak positive correlation with the performance of the disbursement of the subsistence allowance for the elderly that meant if the officials had more knowledge about the operation, there would be result in more successful performance. But if the officials had less knowledge of their works, there would be result in less successful performance of the elderly subsistence allowance.
