Abstract: | The purpose of this independent study is to establish guidelines for improvement the laws enforcement of the Nakorn Chiang Mai Municipal 2531 in order to provide benefits to the vernacular architectural conservation. Data have been collected in the form of commercial building’s features in the area of laws enforcement in the moat surrounding streets and major roads within Chiang Mai city walls. Data collected will be used to study the level of identity, blended and comply with vernacular architecture by questionnaire survey obtaining from expert opinion. The results of study found from building's feature, although the construction designed or modified buildings meets the criteria of municipal law, however, there are only 23 percent out of these buildings that blended with the architectural vernacular at optimum level. The remaining 52 percent are evenly matched and 25 percent do not meet the criteria at all. Additionally, from the expert’s opinion on the level of achievement from the vernacular architectural conservation found that those who identified the least achievement are considered the highest amount. On the issue regarding the amendment of the municipal laws, there are person who identified that some regulations of the Nakorn Chiang Mai Municipal Laws 2531 should be modified. However, regarding to the overall level of blended and the element part, it can specify the semblance of the architectural elements that are rated as very good, good, moderate, and low. In the overall picture, it is separated into three levels of blended, good, moderate and low. When compared with the score, the correlation is found. The building that score in overall good rating will have the blended element of the roof in a very good level and others element mostly in good level. Buildings that score in overall moderate rating will have the blended element of the roof in a good level and others element mostly in good to moderate level. Buildings that score in overall low rating will have the blended element of the roof in a good level and others element mostly in moderate to low level. The proper regulation should be separated more clearly on the characteristic of the significant element that is required to comply with the architectural vernacular. The key regulation is the roof and the side walls. The roof is set to have a large roof, visible from the front street. Buildings should have proper height proportion and horizontal slope, decorated with a gable roof and leave the remaining sub-elements that have suitable vernacular architecture identity. The front wall regulation is set to decorate with sub-element that has vernacular architecture identity representing not less than 50 percent of the total wall area. The decorations may include or consist of balconies, arch window, stucco patterns and decorative materials like wood. There is also a prohibition using vivid multi-colored or decorated with in excessive amount of glass. The regulation for strengthen laws enforcement of Nakorn Chiang Mai Municipal is the introductory results to create solution to solve the problem. However, it is recommended to seek advice or survey with experts again in order to enforce the conservation of vernacular architecture. Also, it is good to develop the design guide that can be used to inspect the construction design permitting by the municipality. This design guide needs to be published to the relevant persons to acknowledge. |
