Abstract: The objective of this independent study to Study the operating, problem and solutions of Learning Development Administration and Management to ASEAN Commission of School in Mae Hong Son Province Under the Secondary Educational Service Area 34. The data were collected from the school administrators, the deputy head master, the teacher was responsible for learning Development of ASEAN and representatives of organizations both government sector and private sector all total 104 samples. The tool for collecting data was questionnaire guideline learning development of ASEAN in the school include 4 administrations: the management administration, the learning management, the activities of school and community relation activites. The data was analyzed by using frequencies, percentage, arithmetic mean and standard deviation. And presented by the table with description. The results revealed that has practical level realistic overall at a high level, when considering the list as found that 3 sort at high level to Arrange from high level to Low level were the management administration, the learning management activities of the school and the community relation activities at medium. The problem found that is budget and resources are insufficient, the personnel lack of communication skill in English, the activities with ASEAN is minimal, the operating are ongoing, to Lack of supervision, monitoring and evaluation, the joint activity between the school and community is still minimal and also lack of publicity. The solution include: Secondary Educational Service Area 34 should allocate budget for the operating of the school adequately and should provide workshops on the using of English for communication for school administrators, the teachers and personnel continually. The activities of the ASEAN community in school should be integrated with the curriculum of the 8 department. The joint activity between the school and community should be appropriately format for the community to Participate in it. Including to the various promotion and promote thoroughly.
