Abstract: competency is important for human resource management and quality service development . Professional nurse should be able to perform nursing care within their identified scope of practice. The purpose of this developmental study was to develop a competency framework for registered nurses in Neonatal and Pediatric Intensive Care Unit, Lamphun Hospital, based on the framework by Draganidis and Mentzas (2006). The studied population consisted of 2 groups: 1) the competency system development team and 2) 12 registered nurses; and the sample use was the competency approveal team. The research instruments used for this study were: 1) a competency list record form; 2) a personal information interview; 3) the competency guidelines of the focus group; and 4) a competency framework evaluation form. The data analysis consisted of content analysis and calculation of content validity index. The results of the study revealed that the Competency Framework for registered nurses in the Neonatal and Pediatric Intensive Care Unit, Lamphun Hospital consisted of 42 competency behavioral indicators, which were divided into 4 parts as follows: 1) basics of neonatal nursing care (11 items); 2) nursing care of neonatal infants in crisis phase (12 items); 3) pediatric nursing care in crisis phase consisted of 12 items 4) neonatal and pediatric nursing care in end stage of life consisted of 7 items. Nursing administrators at Lamphun Hospital could use this competency framework for annual performance evaluation to provide insight into the areas most important for a professional nurse’s development. Furthermore, professional nurses could use this competency framework to evaluate their own performance.
