Abstract: | This research abstract aims to investigate and enhance the assessment criteria for firebreaks and propose efficient management strategies for firebreaks in community network environments. The study, conducted across seven case study villages, examines both baseline firebreaks and incorporates insights from interviews with personnel directly involved in firebreak planning. Two sets of criteria were identified: firebreak size, consisting of 3 main (9 sub) criteria, and firebreak management, consisting of 5 main (14 sub) criteria. Utilizing the Analytical Hierarchy Process (AHP), a comparative analysis was conducted with data collected from eight experts in wildfire prevention planning. The research identifies critical criteria for selecting firebreak sizes, emphasizing factors such as assessing slope (30.05%), distance from the community center (17.77%), evaluating elevation (15.39%), accumulated fuel quantity (10.09%), and forest characteristics (7.46%). Additionally, key criteria for effective firebreak management include hiring personnel and labor (16.50%), preparing tools and equipment compatible with the area (10.73%), applying research and technology (8.67%), acquiring machinery and equipment (8.59%), frequency of area management (8.55%), transportation of personnel and equipment (8.00%), timeframes for area management (7.67%), and defining responsibility boundaries for area management (7.33%). The research employs Activity-Based Costing (ABC) to analyze the costs associated with fire prevention, revealing that the highest cost activity is fire patrol, followed by firebreak and then planning and surveying activities. Furthermore, key criteria and activity costs were analyzed to develop a plan by comparing three alternatives under the criteria using the Analytic Hierarchy Process (AHP), and all weights were proposed into the Benefit Cost Ratio formula. The third alternative had the highest ratio at 1.051. Therefore, it is considered as an assessment of suitable fire prevention measures, along with proposing fuel management strategies derived from the study to align with fire prevention activities and being able to apply them efficiently to small community areas in other case studies. |
