Abstract: Road accidents not only cause substantial loss of lives and properties, but also globally extend to produce an economic burden to the society. One of the most critical components contributing to road accident occurrence is road environment. Improving the safety of road infrastructures, especially from the very early planning stage of a road infrastructure life-cycle, could noticeably reduce accidental injuries and casualties. This research therefore presents the findings of a systematic road safety assessment at the design phase before the road is constructed or renovated, based on the international road assessment programme (iRAP) star rating for design. Infrastructure-related risks for road users including passenger cars and motorcycles are systematically assessed on the road construction drawings of the department of highways, Thailand. Assessment of safety levels is classified by road user groups, including cars and motorcycles. By analyzing the risk score value for every 100 meters of the road and evaluating the star rating. According to the safety assessment results from construction drawings, it was found that The risk score (SRS) and the star rating are correlated. when the risk score is low, the star rating is high (3 – 5 stars). When the risk score is high, the star rating is low (1 – 2 stars). The speed used is the first factor to consider. when using high speed, the risk score will come out high and the star rating will be low. But when using speed management measures to force or warn the driver to slow down It was found that the risk score decreased and the star rating increased. Another factor is Protection of drivers from roadside hazards such as the installation of handrails In the event of a collision or loss of vehicle control.
