Abstract

The main objective of this research is to study the strategic plans in developing Chiang Mai’s Clean Energy, to assess Chiang Mai’s Clean Energy capability and capacity, and to propose guidelines and recommendation of clean energy development in Chiang Mai province. This paper is a qualitative research by studying, exploring, and gathering all relevant data from the Clean Energy Development Plan and Policy of Thailand, including gaining data and documents from academic documents and in-depth interviews of the government executives who play an important role and are currently involved in policy planning and implementation on Chiang Mai’s Clean Energy Strategy. Also the data from 20 people who are involved in Chiang Mai’s Clean Energy. SOAR analysis is used for Internal Chiang Mai potential and PESTEL analysis for external factors affecting Chiang Mai Strategic Plan.

The research found that the Strategic plan and the clean energy policy driver are inefficient. There are two kinds of clean energy in Chiang Mai that have potential which are solar and biomass energy that might be used to replace traditional energy like fossil fuel as well as the environmental conservation. In order to propose guidelines and recommendations of the strategic plan for Clean Energy’s development. There would be four energy strategies to be used which are 1. Strategy for Development and Strengthening of Clean Energy Potential, 2. Strategy for Natural Resources Conservation and Sustainable Environment, 3. Strategy for Knowledge Development and Supporting the Use of Modern Technology, and 4. Strategy for Legal Development and Clean Energy Processes
