Abstract: The COVID-19 pandemic is a major cause of project construction delayed in the responsible area of Regional Irrigation Office 1 (RID 1). According to the situation, this study aims to find out any of the relating causes and problems. Implementation of quantitative statistical analysis method is used in the study. The Analysis of Variance analysis approach (ANOVA) is conducted toward three sampling groups, including RID1 office-based staff, RID1 field-based staff, and RID1 staff working on both bases. Rates of frequency and severity are also applied to analyze the level of risk impact. The finding of this study indicates that there are five most significant risks affecting the construction of Regional Irrigation Office 1 listed consecutively are 1) The 11.96 risk value of working termination caused by the pest within the area, 2) The 10.02 risk value of sick leave workers or the workers who are in the quarantine, and 3) The 9.92 risk value of putting the wrong man in the inappropriate job. 4) The 9.33 risk value of delaying resolubility 5) The 8.55 risk value of arriving from risking area quarantine. In summary, both overall impact and frequency of occurrence are at the fair or acceptable level, suggesting that better risk management should be provided and applied.
