Abstract: This research entitled “Functional Competency of Secretary Incumbent Chiang Mai Rajabhat University” aims to 1) identify the competency and the competency levels expected for secretary incumbent Chiang Mai Rajabhat University 2) evaluate the competency of the secretary incumbent Chiang Mai Rajabhat University and 3) recommend the competency guideline to recruit and develop the secretary incumbent Chiang Mai Rajabhat University. This is qualitative research using 3 research tools to collect data. Firstly, the interview questionnaires were used to identify the functional competency and define the competency of secretary incumbent Chiang Mai Rajabhat University. The five informants were the administrators (at both the university level and institution level), Head of units (or equivalent), and the former President’s secretary. Secondly, the competency evaluation of the secretary incumbent was used to specify the expectation level and evaluate the competency of secretary incumbent Chiang Mai Rajabhat University. Forty-three staff who worked as the secretary incumbents were evaluated by twenty-one administrators. Next, the in-depth interview was conducted to provide the competency guideline to recruit and develop the secretary incumbent Chiang Mai Rajabhat University. The results show that 1) the functional competency of secretary incumbent Chiang Mai Rajabhat University is the expertise in their jobs, the cooperation skill and service mind. Next, 2) the expectation level of functional competency of secretary incumbent was divided into 3 groups based on work experiences. The expectation level of staff who have been working for more than 10 years, is in level 5 (all 3 aspects). The expectation level of staff who have been working for more than 5 years but less than 10 years, is in level 4 (all 3 aspects). The expectation level of staff who have been working for 1 year but less than 5 years, is in level 3 (all 3 aspects). The expectation level of staff who have been working for less than 1 year, is in level 2 (all 3 aspects). The competency level of staff who have been working for 1 year but less than 5 years is higher than the expected competency level in all aspects. Lastly, 3) the identified functional competency of secretary incumbent is used in the workshop to develop the secretary incumbent Chiang Mai Rajabhat University.
