Abstract: The purpose to study ‘Expanding of the Royal Project on solving the issue of sustainable opium cultivation in Omkoi District, Chiang Mai province’ are 1) to study of cause and other factors related to opium situation in area 2) to study on conceptual and the conversion process policy or model scheme for practicing in expansion areas of the royal project and solving the issue of sustainable opium 3) to study previous project’s result by focusing on drugs concept, public policy theory, participate concept and develop alternative solutions to identify the scope to study by providing questions for research. This research is considered to be analyzed through its quality by collecting documents and interviewing key informant. In addition, to interview with focus-group and representative of habitants living in the area. The result finds that “Opium” has still be widely planted and continuously expanded. Main reasons for this existing opium are people’s belief and local society and culture that emphasized that opium is not considered as drugs, but herbal medicine which has brought income to local and has been well-passed over generation to generation by using “opium” for rituals worship purpose. This is the main reason why the project hasn’t been well-achieved to its purpose and policy to reduce number of opium in local area. Therefore, the project will support and improve 1. Strategic planning of this project is excellent, but lacking of complete integration and correspondence of local people. 2. To translate strategic planning into action, some activities doesn’t follow its purpose and not able to develop quality in way of living in order to change opium situation. 3. Inadequate of responsible persons in the area to drive this project compared to size and difficulty to access the area. 4. Communication between team and local tribes which communicate in another language 5. Format of life development and promote occupations in the area don’t follow social context. This research provided suggestions which are, to develop this projects for sustainable improvement in “opium” area, it requires development in planning for suitable format and go along with the way locals live, culture and social context by promoting “Community base approach” starting with cooperation in local scales, develop the bonding of family and discourage drugs, consolidate local mechanism and people to become united with organization. Moreover, the area will needs to promote occupations and provide knowledge as learning center to local not to deal with opium or drugs which will definitely lead to sustainable problem solving in Omkoi district and achieve the purpose of this project.
