Abstract: This independent study has 2 objectives which are 1) to study the conditions and problems of internal quality assurance system procedure of Anuban Pattanatonnamkunkong School, Chiang Dao District, Chiang Mai Province and 2) to study the guidelines of internal quality assurance system procedure of Anuban Pattanatonnamkunkong School, Chiang Dao District, Chiang Mai Province. There are 3 procedures of this study. The first procedure is to study the conditions and problems of internal quality assurance system procedure. The population used in this study were the administrators, the teachers and the Basic Education committee of Anuban Pattanatonnamkunkong School. The tools used in this study was questionnaires and the data was analyzed by using average and standard deviation. The second procedure is to study and draft the guidelines of internal quality assurance system procedure. The populations used in this study were the administrators, the teachers and the Basic Education committee of Anuban Pattanatonnamkunkong School, educational supervisors and directors of kindergarten school who had the excellent result in every indicators from Office for National Education Standards and Quality Assessment (2011-2015), totally 11 people. The tools used in this study were workshop and workshop record. The data was analyzed by inductive inference. The third procedure is to examine the effect of the guidelines of internal quality assurance system procedure. The populations used in this study were 5 experts and the tools used in this study was the examination form for the guidelines of internal quality assurance system procedure to examine accuracy, suitability and possibility. The data was analyzed by using average and standard deviation. The study result of the internal quality assurance system procedure, according to the ministerial regulations, system, regulations and procedures of quality assurance, 2010, in 8 dimensions which are school standard determination, making educational developing plan of the school aiming to quality standard, arranging management system and information technology, the procedure following the school's education administration development plan, the quality assurance assessment, the internal quality assessment as in the school's educational standard, the arrangement of annually report which is the internal quality assessment report and the continued educational quality development, the overall was in minimum level. The problem was the school have not had the appointment of any committees, lacked of procedure plan and lacked of systematic organization structure. The responsibility determination for educational staff was inappropriate. The school and its affiliation had little quality assurance assessment and the teacher and educational staff had little understanding of internal quality assurance system procedure. The guideline of internal quality assurance system procedure, there should be an appointment of the committee of school standard determination, providing more understanding for every involving sector, providing more opportunities for them to be participated in the procedure, arranging procedure calendar and proceed according to the plan by collecting all data and information correctly and up to date. There should also be a supervision, monitoring and examination from the school and its affiliation, arranging self assessment report and providing it to the public. The Auditing result of possibility, suitability and usefulness of the guidelines of internal quality assurance system procedure of Anuban Pattanatonnamkunkong School, Chiang Dao District, Chiang Mai Province was in the highest level.
