Abstract: This research study aims to analyse roles of community committees in highland community development. The case study is set off around Huay Hom and Tah Pah Poom sub-districts of Mae La Noi district in Mae Hong Son province. The study focuses on the area of the committees’ roles in the development within the context of the community development and planning. It explores relative factors which influence the roles of the committees and it also explores the roles of stakeholders in participating in the community development plans. The research methodology used in this study is a qualitative research which includes of two collective data methods. First is the secondary data collection which is conducted through documentation research and second is the primary data collection conducted by interviews. Regarding the interview data collection method as a primary data collection, in-depth interviews as well as the observatory field notes are used as research tools. The target group that involved in the interviews are i) the community committees which compose of 29 persons, and ii) selective local officials of Huay Hom and Tha Pha Phum sub-districts who are in charge of the community development plans – 5 persons. After the systematic data collection conducted through two main methods, data analysis process is put on, under the basis of theoretical frameworks to summarise findings. Research main findings: 1. Roles of the community committees significantly influence the community development plans. This can be seen through rules of law and relevant disciplines which are relatively flexible for data collection and documentation for the development plan process. It is assumed that to be part of the development plan process, it significantly involves with some educational levels. Roles of the community committees in participating in the community development plan process – the committee actively engage in meetings, expressing opinions as well as coordinating in communities. It is also assumed that the leader and/or the committee members who are highly educated are well accepted by the communities regardless of their age or experiences. - The development concept is relatively related to the direction of the village development plans in the 1-3 year plan. Firstly, it underlines solutions to public basic needs which are public services, road constructions, water source issue for consumption, and poverty alleviation. Secondly, it defines the development as to mainly develop water source, to implement projects that require the government budget and to realise the construction projects. Thirdly, it develops and encourages participatory and coordinating process among communities. This basic concept of participatory and coordinating process among communities is in the standard of community’s plan created by the Community Development Department. 2. Relative factors influencing the roles in the development of community as well as the process of community development plans of the village committees. It is shown that internal factors and external factors significantly influence the roles of community development. Internal factors compose of i) relative relationships that encourage active engagement in community activities such as decision making process, ii) specific developmental needs and local need issues iii) local values, local tradition, and their identity etc. External factors compose of personal experiences of the village committees, their personal relationships to government officials and private sectors in the areas. 3. Roles of stakeholders in participating in the community development plan – stakeholders are the key sector in supporting the implementation process through community meetings, agreement of projects or decision making, prioritization of suitable projects to follow the action plans, the rules of law, and the standard of community development plan which was standardized by the Provincial Community Development Department.
