Abstract: The study “The Readiness of the Public Management Quality Award Development of Chiang Mai Land Office” aimed to 1) study Factors affecting readiness of the Public Management Quality Award 2) study The readiness of the Public Management Quality Award and 3) study The obstacle problem of how to develop the Public Management Quality Award of Chiang Mai Lands office. The study was done as a qualitative research methodology using case study by the in-depth interview on relevant groups. Recipients used in this research projects were 3 groups of 16 people as 3 persons of Chiang Mai provincial land officer, 10 persons of government officer or employee of land office and 3 persons of joint working group between government and civil society. 1. Factors affecting readiness of the Public Management Quality Award at Sansai District Lands office, Chiang Mai were environmental organizations management participation and network. Racing factors such as internal factors that can be controlled and managed by piece on the important of the leaders and its members in the organization. 2. The readiness of the Public Management Quality Award which analysied of the expression rank determination and commitment of management and staff of Chiang Mai Land Office in the following :2.1 Environmental organizations ; Modified corporate culture by creating a new spirit of services for the people, worked with the mentally , applied of the government plans to the development of quality management in the different for the public sectors, Reorganized to suit the management and resource development to be ready to service for the people. 2.2 Management ; Gived priority to plan and set goals performance in both the short and long term. Provided a unified government , Human resource management for motivation and morale of the staff and developed a plan to effectively control of the organization. 2.3 Participation ; Encouraged participation at all stages the Public Management Quality Award such as participation in decision - making and practice, participation in profit - sharing and monitoring release. 2.4 Network ; Supported partnerships between government and civil society to learn and share together in order to develop services impact for the people. 3. The obstacle problem of how to develop the Public Management Quality Award of Chiang Mai Lands office. The finding of the research were found as the following ; Staffs did not accept the changes and still familiar with a corporate culture. The project ran without a budget management. There was not enough staffs for the project operation. The lack of staff understanding and public relation about the project .
