Abstract: | Restructuring local personnel administration in the civil servants tries to resolve the problems of domination by central and provincial civil administration through the committee's structure and dominated procedure, according to the Local Personnel Administration Act B.E. 2542 (1999). There have been problems concerning the personnel management of local government organizations since the Thai government established local government administration. There is a continuing effort to solve these problems, but there are still problems. There are problems with unclear scope of duties and responsibilities, problems with recruitment and selection of personnel, problems covered by centralized personnel management, and problems in evaluation and career path of the local personnel administration. These issues remain, and we are trying to find a better solution. The challenges in solving the human resource management problems of local government organizations in Thailand have always existed. The study aims to find approaches from a comparative study of local personnel management law from other countries where the central government provides primary authority to local administration on personnel management by stipulating specific personnel management criteria in the law or may empower managing the personnel of local government organizations in the law. The author wants to study and compare the countries in which the personnel management of local government organizations through the enactment of laws. Local government organizations must implement regulations related to critical personnel management or set broad criteria for personnel management independently. Hence, this study selected studies of local government organizations, including those in France and Japan, which conduct competent and sufficient local government organizations. This study suggests a restructuring of the law on personnel management of local government organizations that emphasizes the independence and management authority of personnel directly from these organizations. This law would give the local government organizations the power to select, develop, and evaluate their personnel in a way that serves local development and the community's needs. The amendment of Local Personnel Administration Act B.E. 2542 (1999) would enable true decentralization of power to localities, allowing civil servants to play a full and direct role in the management of local government personnel. This independence would employ a more effective and responsive local government system. |
