Abstract: The objective of this research are 1) to study the current condition, desired condition, and needs for managing toward the excellence of the Doi Kaeo Community Learning Center, Chom Thong District, Chiang Mai Province; 2) to study on best practices in managing towards excellence at community learning centers; and 3) to develop and examine the Guidelines for Managing toward the Excellence of the Doi Kaeo Community Learning Center, Chom Thong District, Chiang Mai Province. The process of this study has divided into 3 steps including was the chairperson, vice-chairperson, and committee members totaling 102 people, 5 experts, and 15 qualified individuals, total 122 people. Research tools include questionnaires, structured interviews, group discussion recording forms, and checklists. The statistics used for data analysis include mean, standard deviation, frequency, Priority Need of Index, and inferential summary analysis. From the study, the needs of managing toward the excellence of the Doi Kaeo Community Learning Center, Chom Thong District, Chiang Mai Province, were respectively sorted descending order of needs as 1) Human Resource management 2) Money management 3) Management and 4) Resource management. The study of best practices in managing towards excellence at community learning centers has found the Learning Center 's management team, consisting of the chairperson, vice-chairperson, and committee members, demonstrates clear delegation of authority and establishment of working groups, showing willingness to take responsibility in various aspects with a structured management system to ensure the effective operation of the learning center, meeting community needs appropriately. There is collaborative analysis of learners' needs, contextual factors, and trends in community learning center management, aiming for higher levels of excellence in the future. The outcome on drafting the Guidelines for Managing toward the Excellence of the Doi Kaeo Community Learning Center, Chom Thong District, Chiang Mai Province has provide the framworks which are 1) the principal 2) the objectives 3) the operational methods 4) the measurement 5) the conditions of success. In the same vein, The auditing result of the guideline quality showed that accurate, appropriate, feasibility and usefulness was in the highest level.
