Abstract: This thesis aim to study the negotiation for the Shan ethnic minority card in Baan Huai Pong Khae, Mueang District, Mae Hong Son Province. The objectives of the study are 1) to study the receiving of a Shan minority card in Ban Huai Pong Khae, Mueang District, Mae Hong Son Province; 2) study and analyze the negotiation in order to receive a Shan minority card in Ban Huai Pong Khae, Mueang District, Mae Hong Son Province This is a qualitative research study in which data was collected from relevant documents and in-depth interviews with a group of 14 key informants in order to analyze the data using the Patronage System concept and Subaltern studies concept. The results of the study found that The Shan population's bargaining experience in order to receiving the ethnic minority card involves a patronage relationship. In this study, it was found that The Shan population in Huai Pong Khae has developed a patronage relationship between Subdistrict Headman and Shan population Passed a total of 4 experiences: Experience working for Subdistrict Headman, Payment experience, Escape experience and Prison experience In addition, experiences that exist directly between the Shan population and the state include the experience of being imprisoned. Experience of escaping government officials In addition to the Shan population, they also created their own positions in Mae Hong Son Province using 6 strategies: Shan Cultural Identity strategy, Strategy of loyalty to the Thai monarchy, Strategy for the discourse of the sister city, Strategy for escaping government power, Strategy of the seniority system in Shan society And the last strategy is Endure difficult tasks Therefore, the negotiation to receiving the ethnic minority card of the Shan population in the Ban Huai Pong Khae area relies on patronage relationships. and direct negotiations with state power through the creation of social positions and the accumulation of economic capital that are accompanied by the fluid context of borderlandness and historical and cultural proximity to be used in ticket negotiations.
