Abstract: This study aimed of this research were 1) to examined the current conditions, expectations, and essential needs for implementing a project focused on the development of children and youth in remote areas within educational institutions under the jurisdiction of the Secondary Educational Service Area Office;2) investigated the operations related to the project in educational institutions practicing exemplary methods for developing children and youth in remote areas under the Secondary Educational Service Area Office; and 3) formulated and scrutinized guidelines for the effective implementation of the child and youth development project in remote areas through the collaborative efforts of educational institutions under the Secondary Educational Service Area Office. The study was structured into three stages, involving a target group comprising educational institution administrators, teachers responsible for the project's goals in remote areas, and experts, totaling 132 participants. Data collection methods encompassed questionnaires, interviews, workshops, and inspection tools, including questionnaires, interview forms, workshop meeting agendas, and guidelines check forms. Statistical analyses employed measures such as frequency, percentage, mean, standard deviation, sorting, and inductive synthesis of issues The study's findings revealed the following: 1. In the execution of the project to develop children and youth in remote areas within educational institutions under the Secondary Educational Service Area Office, all four goals attained the highest level. Goal 4, focusing on strengthening the potential of children and youth in careers, ranked first, followed by Goal 8: Developing educational institutions as knowledge service centers, Goal 7: Expanding development from schools to communities, and Goal 3: Strengthening the potential of children and youth academically and ethically. 2. Performance evaluation of the Children and Youth Development Project in remote areas within educational institutions under the Secondary Educational Service Area Office, particularly in institutions adopting best practices, reveals joint planning meetings with stakeholders and external agencies, systematic analysis of development guidelines, and continuous joint monitoring and evaluation. 3. Guidelines for implementing the project emphasize the power of partnership and cooperation among educational institutions under the Secondary Educational Service Area Office. These guidelines incorporate four elements: objectives, principles, methods, and success conditions. The quality management process (PDCA) is applied to each of the four goals, ensuring activities leveraging the power of partnership and cooperation in developing children and youth in remote areas are accurate, appropriate, and feasible. The overall effectiveness of the implementation surpasses the set criteria in every aspect.
