Abstract

A research study on “Thai Citizenship and Life Security of the Kachin, Chiang Dao District, Chiang Mai Province”. The objectives of research are to study 1) How to acquire of Thai nationality of the Kachin ethnic group, Chiang Dao District, Chiang Mai Province. 2) Livelihood, life stability of the Kachin ethnic group, Chiang Dao District Chiang Mai Province after obtaining Thai citizenship. This research study employs documentary research by studying preliminary documents and a qualitative research methods by interviewing people in Kachin villages in Chiang Dao District (Village leader representatives of ethnic villagers with identity cards) and outsiders (Government and NGOs). The study found that there are still problems and obstacles for applying Thai citizenship such as delays in the process, discrimination against people receiving assistance, negative attitudes towards ethnic groups or stateless persons. There are also limitations in life such as lack of knowledge on to proceed with citizenship application, language barrier and cost for processing application etc. The quality of life of stateless people is insecure because they are not able to have the right to education, the right to receive benefits from government policies, right for medical services, and the right to move freely. The research suggests that the government and officials must have clear measures and methods to help stateless Kachin people, both in term of the easy process of applying for citizenship, education, career and medical treatment.
