Abstract

The objectives of study "the factors affecting the success of the Kon La Kreung Project Case Study of Hot District Chiang Mai Province" were as followed: 1. To study the effectiveness of accessibility to the Kon La Kreung project in Hot District, Chiang Mai Province; 2. To study the problems of governmental sectors affecting the accessibility to Kon La Kreung project in Hot District, Chiang Mai Province; 3. To study public problems affecting the effectiveness of accessibility to Kon La Kreung project in Hot District; 4. To study problems of using technology that affects the effectiveness of accessibility to Kon La Kreung project in Hot District; 5. To study problems in policies and regulations affecting the effectiveness of accessibility to to Kon La Kreung project in Hot District. This study is qualitative research. A total of 40 informants, divided into 2 groups. The first group was the government service providers consisting of Manager, staff of Knung Thai Bank, village headman, using in-depth interview methods. The second group is a group of people serving the public sector, using focus group methods. The results showed that people are satisfied with the project because it can relieve the burden of living expenses in the current situation that tends to increase quickly and stimulate the economy. However, it was found that there are many steps involved to participate in the project in terms of registration and usage after receiving the privilege. As for the factors in each aspect, it was found that government factors: the project has not been able to develop technology that can meet the Kon La Kreung project in all areas. Government personnel and employees should study the rules and regulations and how to use it to support people in accessing rights. The public factors: people not have enough knowledge about applications, as well as technological inequality. For a factor related to technology adoption, the accessibility and entitlement process in Kon La Kreung project should be designed to expand to multiple groups. Policy and regulatory factors: Kon La Kreung project's rules are related to the regulations of the government sector. The policy and agreements formulation from the government will help each governmental body to work properly according to the main policies. Thus, it will be guidelines for implementation so that the project can achieve its goals. Moreover, people will be able to study and follow the policies of the government, which helps improve their understandings and publicize the project. Eventually, people can participate in the Kon La Kreung project more equally and easily.
