การบูรณาการของหน่วยงานภาครัฐในการจัดทำแผนพัฒนาในระดับพื้นที่ (One Plan) จังหวัดน่าน

Abstract

The purpose of this research is 1) to learn about the processes and area development plan preparation. 2) to learn about the integration development in every area and 3) to find out the problem and obstacles also the way to develop all areas of the plan integration at Nan’s area by creating the scope learning of village development plans of Paka Village and Wang-Yao, Baan Luang District at Nan. This is qualitative research and the tools which are involved with this research are interviewing 19 interviewers from the main source. By being separated into 4 groups. There are 1) 12 people in the group from the village development team. 2) 2 people from the sub-district development team. 3) 2 people in district development and 4) 3 people of the province development. The results of the research revealed that the preparation of the area development plan in Nan province had an integrated development plan for some areas. The main factor affecting the Integration in the area development plan is the knowledge and understanding factor because there is still a misunderstanding of the main objectives of the area development plan. As a result, the preparation of the plan cannot be implemented according to the plan to produce concrete results. Including making people understand the importance of planning determining indicators whether the plan achieves its goals or not. And the most important thing is to make a plan to develop the area (One plan) to have concrete results.
